Due to Cygwin developing their own non-commercial
installer for their freely available GNU C and Fortran 77/G77
compilers for Windows, the CCP14 based Cygwin install 
tutorial has been going out of date rather rapidly and
could have been confusing people.

The latest version of the Cygwin installer is actually
quite slick being a full Windows GUI based install.  
Thus if you had difficulties with the previous command
line/DOS window style installer - the latest is an 
improvement.  Refer:

Also, if you have firewall problems that are stopping FTP
connections getting through as part of the Cygwin install - 
try an HTTP based mirror such as:
