Das Festival der Regionen
erkundet und erobert seit 1993 alle zwei Jahre eine Region oder einen Ort in
Oberösterreich. Abseits der Metropolen und kulturellen Zentren wird ein
Programm mit zeitgenössischer Kunst und Kultur als Angebot für die
Bewohnerinnen und Bewohner der jeweiligen Region gestaltet und vermittelt.
Neben regionaler, überregionaler und internationaler Beteiligung von Kunst- und
Kulturschaffenden werden Kooperationen mit lokalen Vereinen, Institutionen und
einzelnen guten Kräften angestrebt, um das Festival im Ort zu verankern und
möglichst deutliche Spuren zu hinterlassen.
Neben der Stärkung und Förderung regionaler Initiativen im Feld der
Kulturarbeit gehört die Sensibilisierung für aktuelle künstlerische
Entwicklungen zu den Zielen des Festivals, mit den Aspekten der Vermittlung,
des offenen Dialoges und der Verbindung von Alltagskultur und Kunst. Vor allem
aber soll ein großes Fest der Künste gefeiert werden, bei dem die Komponenten
Humor, inhaltliche Schärfe, künstlerische Substanz und kulturelles
Zusammenleben die Würze ergeben.
Der Festivalort Eferding
ist vor allem als Anbaugebiet für Gemüse weithin bekannt, u.a. für die
Minigurken, die von den legendären "Gurkerlfliegern" geerntet werden. Weniger
bekannt ist, dass Eferding seit 1222 die drittälteste Stadt Österreichs ist und
auf eine bewegte Geschichte zurückblickt, die sich von der Nibelungensage über
die Bauernaufstände bis hin zum dominanten Fürstengeschlecht der Starhemberger
erstreckt. Diesmal haben wir es mit einer konservativen gutbürgerlichen Stadt
in bäuerlicher Umgebung zu tun. Das musikalische Leben ist vielfältig präsent,
von anderen Formen zeitgenössischer Kunst ist wenig spürbar.
3.768 Menschen leben in der Stadt, 31.700 zählt der Bezirk. Wie immer beim
Festival der Regionen fungiert der öffentliche Raum als künstlerischer
Aktionsraum und gastlicher Anlaufpunkt. Für Performances und Installationen
stehen vielfältige Innenräume in der Stadt zur Verfügung. Vom Zentrum aus kann
das Festival in die nähere Umgebung expandieren. Und wie gewohnt bemühen wir
uns, die guten Kräfte der Region in künstlerische Prozesse als teilhabende

Umgraben
ist das Motto des Festivals der Regionen in Eferding. Das passt einerseits zur
bäuerlichen Struktur, andererseits kann das Umgraben auch Verborgenes und
Zugedecktes zutage fördern. Jedenfalls muss zuerst
umgegraben werden, wenn etwas Neues wachsen soll, wenn neue Früchte geerntet
werden wollen. So ist das Motto als Metapher für die Pflanzung einer aktuellen
Kunst und Kultur zu verstehen, wobei durchaus seltsame Gewächse und Blüten in
allen möglichen Mutationen erhofft werden.
Ausschreibung
Willkommen sind Projektvorschläge aus allen künstlerischen Bereichen und
Genres. Bei aller Offenheit werden Vorhaben für ortsspezifische Arbeiten
bevorzugt, Ambitionen, die sich mit Gesellschaft und Geschichte der Stadt
beschäftigen und möglichst Bevölkerungsgruppen oder einzelne gute Kräfte
einbeziehen, wobei wir gerne als Vermittler fungieren. Weit gefasste
Beziehungen zum Festival-Motto UMGRABEN werden ebenfalls berücksichtigt. Bitte
aber keine fertigen Produktionen ohne Bezüge zum Ort oder zum Thema.

/ Organisatorische Anforderungen / Zeitplan für die Entwicklung und Umsetzung /

Auswahlmodus
Vorstand und Leitung des Festivals der Regionen unternehmen mit Unterstützung
eines unabhängigen, überregional besetzten Programmbeirates eine Vorauswahl.
Der künstlerische Leiter gestaltet aus den ausgewählten Projekten das
Festivalprogramm. Alle programmatischen Entscheidungen erfolgen unter
Ausschluss des Rechtsweges.
Lokalaugenschein - Termine
Am Freitag, 23. März 2012 lädt das Festival der Regionen nach Eferding und
bietet die Möglichkeit, den Ort gemeinsam mit den OrganisatorInnen und mit
lokalen VertreterInnen in Augenschein zu nehmen. Treffpunkt:
14:00 Uhr, Stadtplatz. Am Donnerstag, 29. März 2012 findet um 12:30 Uhr ein
Gespräch mit Gottfried Hattinger im Kepler Salon Linz statt. Adresse:
Rathausgasse 5, 4020 Linz. Ende März wird ein Stadtrundgangvideo von Eferding
veröffentlicht. Für Fragen und Antworten im Zuge der Ausschreibung wurde eine
Facebook-Gruppe eingerichtet.

The Festival of Regions
has been exploring and conquering a region or a town in Upper Austria every two
years since 1993. Far from the metropolises and cultural centres, a program
with contemporary art and culture is designed and communicated to all the
residents of a chosen region. Apart from regional, national and international
participation by creative artistic and cultural agents, collaboration with
local associations, institutions and individuals is sought to anchor the
festival in the area and so leave behind traces that are as deep and distinct
as can be.
Apart from reinforcing and furthering regional initiatives in the cultural
sector, raising awareness of cultural developments is one of the festivals
aims in combination with the aspects of communication, open dialogue and
interconnecting everyday culture and art. Above all, however, a great festival
of arts is supposed to be celebrated for which the ingredients: humour,
substantive focus and artistic quality, as well as cultural co-existence,
provide the spice.
The festival venue of Eferding
is known principally as a commercial vegetable growing area, especially as a
supplier of mini-gherkins that are
harvested by the legendary gherkin flyers. It is less well-known that
Eferding, founded in 1222, is the third oldest town in Austria and can look
back on an eventful history that stretches from the Nibelung saga via the
peasant uprisings up to the dominant royal house of the Starhembergers. This
time we will be engaging with a conservative, good middle-class town. Music has
a lively and manifold presence, whereas other forms of contemporary art are not
so noticeable.
The town has a population of 3,768; the district has 31,700. - As always at the
Festival of Regions, the public domain will serve as both a space for artistic
action and a hospitable meeting place. There is a variety of interior spaces in
the town available for performances and installations. From the centre the
festival program can expand into the nearby environs.
Digging Up
is the motto for the Eferding Festival of Regions. On the one hand, this suits
the agricultural character of the place, and on the other, digging up can also
bring to the light of day things that have been hidden and covered up. In any
case, things first have to be dug up if something new is to grow, if new fruits
are to be harvested. The motto is therefore a metaphor for planting todays art
and culture, whereby rare plants and blossoms are hoped for in all possible
mutations and variations.
Call for submissions
Project proposals are invited from all artistic areas and genres. In an
atmosphere of openness, projects with local specificity will be given
preference nonetheless, along with endeavours that engage with the towns
social history and draw in as many strata of the population and individual
positive forces as possible, for which role we will gladly function as
mediator. Connotations with the festival motto of Digging Up will also be
considered. However, please do not submit ready-made projects without any
connection to the festivals location or theme.

Selection method
The board and director of the Festival of Regions will make a first selection
with the support of an independent, international program advisory board. The
artistic director will compile a festival program on the basis of the selected
projects. All programmatic decisions are final and made without the possibility
of recourse to a court of law.
Preview of the locality
For 23 March 2012 the Festival of Regions is extending an invitation to come to
Eferding to take a look at the festival venue together with the organizers and
local representatives. Meeting-place: Main Town Square at 2 p.m. On 29 March
2012 at 12:30 p.m., a discussion will take place with Gottfried Hattinger in
the Linz Kepler Salon. Address: Rathausgasse 5, 4020 Linz. At the end of March
a short video tour of Eferding will be released. For questions and answers
during the project submissions period a Facebook group has been installed.
