I figured out what the problem is.  If you remove the offending line
in sage/progs/init-sage.scm,
(:require (url-exists-in-path? "tm_sage"))
everything should work.  That was left over from when I was
experimenting with things.  I've attached a new tarball with the
change made.

So, the steps to have make it work are.
1) Have the 'sage' command in your PATH
2) Extract the tarball into your ~/.TeXmacs/plugins/ directory.
3) TeXmacs should automaticall detect it and add a SAGE entry under
Insert -> Session.
