No, the Sage library is certainly not installed. There are a number of problems to overcome before we get that far.
ATLAS is the first failure. sage_fortran builds improperly, and does not pass -m64 on. Numpy craps out because it too is not getting the -m64 from CFLAGS. There's still quite a bit to do, but I think 4.3.1 should build on SPARC without too much trouble now - assuming that problem (forget what it was) which someone noted on some linux distro does not get in to 4.3.1, as that stops the build on SPARC too.
