That is *not* stated in GPL 2.   Section 9 states:

"Each version is given a distinguishing version number.  If the Program
specifies a version number of this License which applies to it and "any
later version", you have the option of following the terms and conditions
either of that version or of any later version published by the Free
Software Foundation.  If the Program does not specify a version number of
this License, you may choose any version ever published by the Free Software
Foundation."

David K. wrote a program and it was "marked as GPL 2".  This means he
licensed it under GPL version 2.   Section 9 above says "If the
Program does not specify a version number of this License, you may
choose any version ever published by the Free Software Foundation."
Since David *did* specify a version number, this latter statement does
not apply.     The former statement also doesn't apply, since he
didn't write "any later version" explicitly in his license statement.
