Yes.  Stupid frickin' track!  It should be that an admin has to
approve (by clicking somewhere) each new trac account... like in
gmail.   Where the person who signs up has to answer a question.

In the meantime, does anybody want to figure out how to disable user's
registering, and let me know if manual account creation is the same as
it used to be?  Mike Hansen?
