A long time ago I wrote a web-based interface to Mathematica. Here's a couple of screenshots http://witm.sourceforge.net/screenshots.php I did at one point hear from Wolfram Research that there was likely to be a version of Mathematica for a PDA. I got the feeling it would be developed outside of Wolfram Research - perhaps WRI were going to license the technology to them. But that was years ago, and nothing appeared, so I doubt it ever will now. In any case, PDAs are pretty dead. I thnk the trick to any sort of application on a phone like this is to make the interface have the bare minimum. (no links to home-pages, no description. Just the bare essentials. Using CSS, it is quite easy to get a browser on a small mobile device see a different page to that of a larger computer. I think the current web based interface is too cluttered to use on a small device well, though I have not tried. My PDA has long since died, and I don't own a Blackburry of high-end phone. All I use my phone for is making telephone calls. I think it can browse the web, but I've never tried!
