There is a plan. Some people who are listed on the Dev Map are not
listed on the trac home page and vice versa, so it can be unrealistic
to have those two lists agree exactly. On the other hand, I have a
documented list of new contributors in Sage versions since 4.3.x. The
list can be found at

http://bitbucket.org/mvngu/rnotes/changesets

And here's a template that I used in the past to update the Dev Map:

Adding you to the Sage Development Map [<FIXME>]

Hi <FIXME>,

We have been slack about updating Sage's Development Map, which gives
credit to all people who have contributed to Sage. Please check out

http://www.sagemath.org/development-map.html

So we are finally catching up and we have you listed as a contributor.
In order to properly acknowledge your contribution to Sage, we would
like to add the following credit to that page:

* Name: <FIXME>
* Association: <FIXME>
* Contribution(s): <FIXME>
* Link to personal page: <FIXME>

But we would like to get your explicit permission to do so. In case we
did not get any of the above information right, please correct and/or
add the information. All of the above besides the name are optional.
We greatly appreciate your contribution to Sage.

In case you have a trac account and aren't listed already, we would
also like you to add yourself to the account listing at the bottom of

http://trac.sagemath.org

to make it easier for people to CC you on tickets. This also assures
with next to 100% accuracy that your name will appear correctly
spelled in the release notes :-)

*** end template

If anyone has contributed to Sage and is not listed on the Dev Map,
please email me with the above template filled in with your details. I
must stress that I require your explicit consent before I put your
details on the Dev Map.
