It would be even easier to spam using some automated registration
system like the previous system we had until recently, since that is
trivially broken. I have been dealing most days with lots of spam
accounts in recent months due to the previous automated+captcha
system. The new system is meant to slow down the amount of spam I or
anyone has to deal with. Hopefully it would get spam down to less than
1 a day. I want to slow down the rate at which spam accounts could be
created. Having a human account manager is deterrent enough to
discourage some spammers.

You could raise the same issues regarding the previous
automated+captcha system. If someone hasn't ever posted to
sage-support or sage-devel, why should they be able to setup their own
account using an automated registration system and within minutes be
able to post to trac? My primary motivation in creating
sage-trac-account is that I don't want to handle spam accounts every
day, which is pretty much the case with the previous automated+captcha
system.
