Here's a combination of what you sent me, and what I recall having to
do.
1. Unpack the numpy spkg someplace (any place).
2. In spkg-install add the following line
export {ATLAS,PTATLAS,BLAS,LAPACK,MKL}=None
between
unset CFLAGS
and
python setup.py install ${NUMPY_FCONFIG}
3. Repack as a "new" spkg, using a patch level one greater in the
directory name and the filename.
4. sage -i <new-spkg-name>
