It does support this. It is a permission.  For example, *I* can delete
any attached files, since I'm a TRAC_ADMIN.  The default permissions
don't allow this, since deleting can't be undone.  It would be
annoying if some jerk created an account, then deleted every single
attached file of all tickets (via a script).
