I assume you already checked that: /usr/local/sage/sage-4.7.2/local/lib/python2.6/site- packages/sage/misc/randstate.dll exists? (at least I guess cygwin makes .dll's and no .so's.). If it doesn't exist something went wrong with the cython compilation process.
