Ah, you're right (I usually upgrade to 0.10 immediately upon install). Luckily, I do have a stock 5.2 I just compiled a few hours ago, and I just tested require_login=False, and it seems to work perfectly. The notebook worksheet listing just pops up with no login required. It also works with just plain notebook() and "sage -notebook" from the command line.
