You can do this by hand:
(1) Go to the GAP website (gap-system.org),
(2) Find the design package (which has no binary component, BTW),
(3) Save it to
.../sage-6.4.rc0/local/gap/gap-4.7.5/pkg
Unpack it
(4) Start sage and load the package design via GAP.
