Yep, simply including argparse (or some functions replicating it) is IMHO the way to go. Changing the minimal software system requirements to build Sage needs more justification (such as major deficiencies of older versions which are getting harder to work around) than a newer version of something just shipping some high-level library function only for developers' convenience.
