Thus the ticket remains as "new" forever, and the patchbots do not care 
about it and people cannot give attention because they do not know if it 
has a working code for current Sage version. Why don't we have 
"needs_feedback" or "needs_attention" status for such a ticket?

Personally, I am using "needs_work" status as a workaround...
