Currently the optional package libtheora fails to install: see
https://trac.sagemath.org/ticket/23732 for details.

I have looked a bit into this, and I could not find a place where this
package actually enhances the sage library so this would just be a package
that is easy to install in sage the distribution. However I don't really
see what the reason is to have a video processing library in "sage the
distribution" if it is not nicely integrated in sage the library (like
easily creating a video from a sequence of plots or something like that).
Additionally the package maintainer Willfried Huss is not responding on
trac and the ticket where libtheora was created as an optional package
https://trac.sagemath.org/ticket/7297 does not present a strong case for
why it should be in sage.

Therefore I propose to downgrade libtheora to an experimental package.

Is there anyone objecting to this?
