I didn't actually have a ticket up for this work yet, but I do now: https://trac.sagemath.org/ticket/24919 It provides a simple (arguably...) mechanism for providing per-package configure-time checks. I haven't gone and added that for every package yet though, and it wouldn't be worth trying until an agreed-upon mechanism is fully implemented first.
