What I had in mind was a mixture of both.
Some algorithms have already been implemented but aren't accessible from 
Sage.
Some need improvements.
Some need to be implemented from scratch.

Unfortunately I won't be able to mentor a GSoC this year (and at least
the next few years) for administrative reasons.
I might hire an intern to work on that subject though this summer.
Note that this would not prevent someone else from working on that
wide topic for a GSoC project if someone else is interested in
mentoring it.
For sure there is enough work for two or even more interns.
