all GSOC related stuff should be posted to public mailing lists such that 
other mentors can make an informed decision when it comes to scoring projects.

You'll have to decide if you want to apply to Sage or Lmonade with your 
project. If you are applying under the Sage umbrella you project would have to 
be more Sage specific. That is, the end result - IMHO - should be a Sage 
matrix class which calls your C code. If you apply to Lmonade you should 
perhaps focus on an easy to use stand-alone C library [which could then be 
used by Sage, say].

I talked to Clément Pernet about the project and he seems up for being a co-
mentor on this should the project be selected.
