I personally think this work would be very valuable for the Sage
project.   I can mentor a little, except that I don't know Russian at
all...

I've cc'd Andrey Novoseltsev in the hopes he could be an official
mentor, as he knows Russian, and also has longterm experience with
Sage.   I can definitely vouch for the quality of  Andrei Shirshov's
work.
