I submitted my proposal for the topic "Diameter, radius, eccentricities, 
and distances" last week. Since I came to know about GSOC and the proposal 
submission deadline quite late, I could not share and review the draft of 
my proposal with the mentors. Therefore, I wrote the proposal without a 
clear view of how the specifics of the project are going to set up. I was 
wondering how the reviewers evaluate the proposals before selecting or 
rejecting the ideas for the projects. Are they taken as the rigid spine of 
the project or are they considered as an agile planning document that may 
be subject to improvements?
