Backwards compatibility.  And I personally don't want ATLAS to get rebuilt
just because someone decided to change the spkg-install script of readline
such that Python gets rebuilt upon which unfortunately ATLAS depends, just
because its spkg-install is a ***** Python instead of a shell script.  There
are lots of similar situations [where you know rebuilding isn't necessary].

That's what I meant by "I don't know how to fix such things". I did
not know this was involved :-/

Well, I meant one would occasionally use 'make unsafe-rebuild' (or SAGE_UPGRADING=no) in such cases.

I didn't mean to add complex logic to Sage's "build system" trying to avoid effectively unnecessary rebuilds, because that's hard (and error-prone) in general. We currently even hardly differentiate between build-time and run-time dependencies.
