This very mirror is not at fault: during the recent host changes the 'archive' packages were removed from the mirrors. There remains one copy of that folder at this address: http://old.files.sagemath.org/spkg/archive/ The problem is that Sage is not aware of it, and keeps looking for those files at the old url.
