As well, and here we are getting into weirdness, could it be that
security settings differ per country/language, and there could be some
blacklisting going on on US machines? From the same link:
"I was able to resolve this problem by opening up my macOS Security &
Privacy settings, navigating to General, and then clicking Allow on
the app developer that was being blocked."

it could also be that out dmg building is using an outdated process,
and something goes a bit wrong.
