This is with Python3-based Sage 8.7.rc0, with TeXLive 2017.20180305-1 (the default on Ubuntu 18.04). Installing the Ubuntu package texlive-lang-german fixes it. But then there is a Babel error in pt/a_tour_of_sage:
! Package babel Error: Unknown option `brazil'. Either you misspelled it (babel) or the language definition file brazil.ldf was not found So I guess one shall install as many textlive-lang-* packages as there are languages in doc.
