I'm replying to my previous post. I rebuilt Sage using the Sage-provided python instead my system python and doctested Sage. The failure in doctest/test.py disappears. However, the failures in rings/integer.pyx still persist. I suspect a system component is the culprit. Any ideas which one? I had doctested 9.1.beta8 with no failures, so something has changed.
