Yes,  >=docutils-0.22 is a no go. Downgrading to docutils-0.21.2 removed 
the sphinx-inline-tabs error. I wonder whether the configure should have 
caught this and prevented the use of my local docutils? Also, even with the 
correct docutils I still have issue 
https://github.com/sagemath/sage/issues/40868 on one machine.
