Though it is hard to resist Thierry Dumont's invitation
to a large cup of coffee, my inclination would be to
compile an MPFR program for calculations of this sort.
Incidentally, range(-10000,10000) is not symmetric about 0.
In fact, there's no need for negative indices at all in
this particular sum.
