Mitch,
This makes good sense given the situation, and certainly is more
appropriate than assigning DNC's for all the competing teams. However I
think an even more fair, and sensible, way to proceed is to treat it in
the same manner as a redress situation, where each team that attended
that regatta gets the average score of all the other SP's they compete
in this semester.
I would urge a representative from each team to voice their opinion to
Mitch on this.

Although SP #2 did not fulfill the requirements of ICSA PR 24 (a) by completing
a minimum of three races, I am making an official interpretation of Section 6
(part 2) of the SAISA by-laws in awarding participation points to those teams
who competed in South Points #2 at Rollins College on March 2, 2013. Those
teams will receive points equal to the number of teams present at SP #2 and it
will count towards the four points events required for eligibility to the
Spring Co-ed Dinghy Championship.
I believe this measure will award participation and encourage competition
