sorry for not having replied earlier and my best wishes to you for taking on
this thankless task.  Yes, I know that we will all be complaining after the
fact but you have given us all enough notice to come back with our comments.

As for the issue of moderation, I have had a message to the list rejected by
Rico which kinda put a damper on my participation on this forum.  Apparently
Rico needs to control what adults say to each other here in the interest of
social capital.  Not sure if this one will make it.

I fail to understand this question.  Why does Saligao require recognition
and from whom?

Apart from the Church, I'm not sure what the Heritage designation will do
for development in the village.  Here in Canada, anything designated as
Heritage immediately has major restrictions on development.  If that is the
intention for Saligao, then by all means push for it but I think it will
stifle the village.

I think there needs to be some sort of designation of residential and
commercial areas so that commercial/small industrial activity does not
impinge on residents.

Future road traffic flows need to be taken in to consideration when planning
ahead, I'm sure there are others who are more aware of what these will
entail but hiding our heads in the sand will not reduce traffic flow through
the village.

Here I tend to agree with Dilip, keeping new buildings shorter and roofing
in compliance with standard tiling finish to fit into the landscape rather
than flat-topped/terraced construction.

Approval for plans need to include input from neighbours so that a
monstrosity is not thrust into the middle of older style buildings.  I'm not
sure if there are any new buildable lands in Saligao, most of the
construction is taking place on plots that used to have older homes on them
surrounded by existing dwellings.  Approval of 'gated communities' needs to
be approached with caution... keeping the approval process open and
transparent to the villagers.

I'm not sure of the implications of reducing the FAR to 50 but feel that
those ratios cannot be the same for a village as compared to an urban area
with much higher population densities.

Sorry I don't have much more input but hope that you continue to post your
queries here for consideration.

As you have done here, posing specific questions that are problematic or
require clarification may elicit a better response than an open-ended plea
for input to the upcoming RP.
