[SA-list] HTML Page: play sound when 'down' condition exists

Where exactly do I place:   <saif sa_status is down><BGSOUND SRC="sounds/attn.wav" LOOP=1 VOLUME="0"></saif>   in my template?   Right now, the sound plays no matter what.
