Perhaps I wasn't clear.  When you configure a NT service check, you have the ability 
to select the running services from the server.  This is the ... button next to the 
name of the NT service to check.  On the Alert tab under Execute command - (Re)start 
NT/Win2K service, there is no ... button to select the service to restart.

Just make the 4 services individual checks dependent on the web page check.
For each service, issue a check which will always fail, then issue the
service name restart. The only time the dependent services will even be
checked is when the web page fails.
