I'm looking for a way to check to see if a server is up but not logged in...  long story, don't ask!

I want to use PING as my "depends on" check, as the IPSTACK will answer pretty early in the boot process, but I can't figure out what to use to tell that the box is up but not logged in.

Thought I could tell using a service (like telnet) that I would then shutoff after login, but it looks as though some of those services don't start unless the box is logged in either.... or do they?

Anyone got any ideas?

And then I need a way to check for the absense of that something, and that absense would be OK... kind of a negative check, but negative check is OK....  Know what I mean?
