No you don't need to restart SA for it.
BUT if you change something in the SETUP and test it right away don't forget
to APPLY the changes.

I restarted Servers Alive and the problem went away. I did a global
search/replace on the TO: address. I wonder if you need to restart SA when
you do this? Anyway it works now.

Your SMTP server may not be letting the IP address of your SA server
