I'm not sitting in front of my SA installation so I'm going to be somewhat general. I was using SA and RRD to generate several hundred graphs at my previous position and it worked well.
That is the file you needed to download. You do not need to build anything the .exe is included in the release directory. Extract rrdtool.exe to some directory, in setup/logging/rrdtool tell SA where it is. Then specify where you want the databases to be stored. I think you also need to specify where the graphs will be stored. Select all the checks that you want RRD logging to be enabled and ensure the check boxes are checked. This needs to be done on each check individually. After you have enabled RRD on the checks generate a create script and a graph script and run them.
