Does this have the windows or OLE objects installed?  (because that is what
SA is using)

Yes we have Oracle Client 10g Express edition installed on the SA server and
from there I can connect using the sql command line to our database.

probably missing oracle libraries.
Have you installed oracle client on SA server?
Are you able to connect to oracle via sqlplus from SA server?
