The TOS check will send ICMP frame(s) (as would the normal PING check) but with the TOS field set to the value you enter. An "UP" check is one were the ICMP frames come back within the given timeout (same rules as for the normal ping check) AND the returned ICMP frames must have the same TOS value as the one that was send.
Not all systems will be able to send a TOS that is different from 0 (and also not reply with one that is different from 0). For Windows system you will have to enable the TOS setting in the registry as indicated within the documentation. Dirk Bulinckx.
