first, wouldn't that be more like what he really wants? 
 
That's how I do my escalations typically... and the the second check never runs 
if the first is good!  Saves time on the whole cycle of checks too

You create 2 alerts: 
    1st alert is on "1 down" and send to the 1st address 
    2nd alert in on "3 down" and send to those 2 addresses.

I want an alert to fire off on the first down to one email address and then if 
it’s still down 3 cycles later it fires off to that same email plus
