The user is local admin, and SA is also running under that account. When I run the command C:\WINDOWS\system32\tail.exe from a command line, it works.
If I use CheckErrorLevel.exe (or SA itself) to start only C:\WINDOWS\system32\tail.exe, it says: "Unknown application", but C:\WINDOWS\system32\calc.exe does work.
