I tried the moves you suggest (below)

No problem.

Now I can't make it do it. It was only an intermitent problem. I guess it
depends on what I've been
doing.

Ahhh wait a minute, Iv'e an idea....

I minimised this mail. Went into wincoupe, selected fullscreen, then did
CNTRL/ALT/ESC
This took me to the task bar.
Screen was in 640x480,  started in 600x800
Brought Wincoupe back up and exited. Screen is still in 640X480.
I expect that once I have sent this mail, and re-start windows, my icons
will all move.
