The code currently exists in HEAD, but I don't know if it even
compiles.  It #ifdefs out the whole passdb subsystem at the moment (like
2.2 does for all of them).  I'm fine to just kill it, and would happliy
'reaccept' it as a plugin
in examples/pdb.
