Yes, anyone with the proper file and share permissions can do so. You really want to use the advanced settings dialog. Study chapter 16 of the Official HowTo: http://samba.org/samba/docs/man/Samba-HOWTO-Collection/AccessControls.html it should have pretty much anything you need. If you want to use ACLs, make sure you mount the file system to support them. Start simple with your shares (don't use everything you see in tables 16.3, and 16.4) and work toward getting to what you desire.
