I have been informed that this is indeed something that would only have been required when using Samba 3, or specifically, when using an NT-style domain.
Furthermore I was misunderstanding the term 'PDC' when I submitted this question, as I have been informed that an AD-style domain controller is simply refereed to as a 'DC'.
