Assuming you are using os x you need to install the developer packages from connect.apple.com. You'll need to sign up (free!) and then follow the links for downloads and the development packages. It might be on the install cd's too, but I don't know off the top of my head.
Some, but not all, versions of OS X came with a clearly marked Developers disc that contain this kind of stuff (amongst a load more Mac OS X development oriented stuff). I'm afraid I don't know which ones though.
