Is oxygen on the same subnet as the NT PDC? Is so this is going to cause problems, you'll need to lower your os level.

You need to have all your clients register with the WINS server for it to find names. The easiest way would be to add the WINS to you DHCP server, so all the clients will automatically find out about it.
