What are the permissions on the /tmp dir?
I might also suggest /tmp is not the best place to point netlogon at.
I've noticed that the dir being shared with Samba needs 0777 mask, but root:root is fine for ownership on the dir. I've not had time to see if more restrictive will work correctly.
