The conditions we test for are you have to be (a) root, (b) a printer admin, or (c) own the job (i.e. username matches the information stored about the job in the tdb).
I didn't see any spoolss calls in the log file you included. What client are you using ? Do you have 'disable spoolss = yes' ?
