I've tried but cannot reproduce this. The REG_CREATE_EX failure is during a domain logon from Windows XP. The client is trying to create [System\CurrentControlSet\Control\Terminal Server\ DefaultUserConfiguration] I can fix this, but it appears to have nothing to do with user manager.
