You can check for 'check password script' into your smb.conf and for
the app 'crackcheck'
(http://people.samba.org/bzr/jmcd/SAMBA_3_0-jmcd.bzr/examples/auth/crackcheck/)
that is available on the Samba repository.
So, you can set something like this:
check password script = /usr/sbin/crackcheck -d /usr/lib/cracklib_dict
The changes you want could be set into the crackcheck.c code.
